[INFRA-20042] asf-ci token for setting PR status being rate-limit denied

Description

The geode project has an access token for setting pull-request status in GitHub. That token allows 5000 req/second from all uses of that account or application. Someone other than the Geode project who holds a token from this account is draining all 5000 requests in about 7 minutes, leaving our CI dead in the water for the other 53 minutes of the hour.

We previously opened INFRA-19731 to see if GitHub would raise the rate limit for the account, since the Apache org is so large. They declined to help.

We would like to explore other avenues of solving this rate-limit issue.
