Switch production website to Pelican

      Description

      Lucene/Solr has ported its website to Pelican. The current page was merged to "production" branch and was built successfully: https://ci2.apache.org/#/builders/3/builds/379

      Please switch the main webserver of "lucene.apache.org" to the Pelican build. Please make sure that the old Subversion/CMS website stays checked out (see INFRA-19439) at the common location.

      We will keep Javadocs and other documentation stuff in subversion production tree (see https://svn.apache.org/repos/infra/websites/production/lucene/content), but please disable the old CMS, so the Subversion folder is no longer touched by automated build scripts. We will take care of deleting the unused folders from Subversion and will stay with publishing our static HTML documentation there.

      We will clean the directory structure up in a second step once the website has switched. Currently it's only important that out .htaccess mappings "__root/docs.lucene.apache.org/content/" refer to the above subversion folder.
