      Description

Currently, board@ is moderated by all current board members individually.
In practice, this means that every moderator sees every moderation request.
This is not a huge issue at the moment, since the only moderation requests are for messages from non-subscribers and new subscriptions.
But in order to prepare for possible additional moderation tasks, individual moderation is not scalable.
I'd like INFRA to create a special account with a name TBD that has credentials to moderate the board@ mail list. The credentials will be given to current board members who can then choose whether to use the special account or their own individual account to moderate board@.
As today, any moderator can delete, reject, or accept any request.
The difference is that moderators who choose to use the special account will not be required to see moderation requests that have already been handled by another moderator using the special account.
