JSPWiki migration from deprecated ASF Sonar instance to sonarcloud.io

    Description

      As noted on users@infra.a.o, builds.a.o/analysis is being deprecated, so we'd like to have our project (https://builds.apache.org/analysis/overview?id=34671) migrated over to sonarcloud.io

      I suppose we should also change the sonar instance noted at https://github.com/apache/jspwiki/blob/master/Jenkinsfile#L39?
