[INFRA-17695] Write-access to commons-sandbox SVN

Description

I'd like to commit something to commons-sandbox SVN [1] and was told [2], that the commons repos have write access for all committers.

INFRA-12866 and INFRA-17094 handle similar issues.

I was a bit puzzled on how to proceed, as the other tickets were about GIT. So I guess I'm opening this ticket now and if you are unsure we ask the commons PMC chair [~garydgregory] for approval to open the svn location for individuals (me) or all committers.
