Inconsistent permissions for Git repository creation

      Description

      At https://selfserve.apache.org/ clicking "create a new Git repository" shows a credentials dialog that says “ASF Members or Project Chairs Only!”

      At https://gitbox.apache.org/ on the other hand, the "Create a new GitBox/GitHub repository" link shows a credentials dialog that says "ASF Committers".

      I think the requirements should be the same in both cases, but maybe I missed something. "ASF Members or PMC chairs" seems to make sense.
