Move from Cygwin32 to Cygwin64 on bb-win10

    Description

      We are now able to build OpenOffice for Windows with Cygwin64.
      It is already installed (C:\cygwin).

      Can you please configure the requirements as listed here:
      https://wiki.openoffice.org/wiki/Documentation/Building_Guide_AOO/Step_by_step#Build_with_Cygwin_64-bit

      You can (hopefully) use the shortcut mentioned.
