[INFRA-16219] Stop githubbot from adding comments on SLING issues

Description

Having the githubbot replicate comments from Github to Jira generates a lot of commments and also emails for us ( see https://issues.apache.org/jira/browse/SLING-7544 ).

Can we remove this commenting from our Jira? Ideally we want to see only when a PR has been open, merged or closed. And no diffs in any scenario, they are distracting on Jira ( see https://issues.apache.org/jira/browse/SLING-7544?focusedCommentId=16402094&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-16402094 )
