      Description

      Something has happened (and I'm not sure when because, I'll be honest, I wasn't paying much attention) to cause powershell HTTPS gets to fail. For example:

      powershell -Command "Invoke-WebRequest https://github.com/google/protobuf/releases/download/v2.5.0/protoc-2.5.0-win32.zip -OutFile protoc-2.5.0-win32.zip
      {code}

      and

      powershell -Command "Invoke-WebRequest https://issues.apache.org/jira/secure/attachment/12885053/HADOOP-14667.05.patch -Outfile H14667.patch
      {code}

       both fail with similar errors:

      I'm not sure what's wrong as it used to work. Does Windows need a patch or something to update certificates or something similar?
