archivealias fails to create parent directory

      Description

      The archivealias script is run on minotaur.
      As well as re-creating the aliases from the .archives file, it ensures that the target directories for the aliases exist.

      However it assumes that the parent (tlp) folder exists.

      Patch (to follow) fixes this.
      Also fixes 15055
