      Description

      Loggy has a TZ issue.

      For example [1] is the log message for one of the mbox write failures.

      The file is dated Sep 14 23:13, but the \@timestamp in the record is set to
      September 15th 2017, 00:13:36.000

      Note that the conversion of the field

      # timestamp 1,505,430,809.092

      is

      2017-09-14 23:13:29 UTC

      which agrees with the timetamp on the file.

      It does not agree with the \@timestamp on the record.

      It looks as though the local time is being used to convert the timestamp.
