[INFRA-14932] lists.a.o: missing early private archives

Description

The earliest archives for members@ and incubator-private are missing from lists.a.o. Probably other lists too.

However I suggest holding off importing them until any issues with the mbox files have been sorted out.

For example, there are several instances of unescaped From_ lines in the ealier mbox files (latest I have seen is Nov 2002 but I have not checked many boxes).

The public archives are likely to be a bit better, but I've not yet checked.
AIUI the mod_mbox software on it was updated earlier.
