        I tried to commit to dev as suggested and it didn't returned the permission problem. However it looks now it is failing to transmit a big (~220MB) file.
        The command takes about a minute to run (meanwhile I can see network activity going up with about 4-5 MBps):

        possibly - Are you a PMC member, only PMC members are allowed to commit to /release/ , whereas any committer can commit to the /dev/ area (where a PMC member can then use svn move to move it to /release' once vote is successful (is how most projects workflow works)
