      Description

      Apache Cordova would like to be part of the Gitbox project -- we would like to move primary development to Github, from Apache Git.

      We have consensus on our dev@ and private@ lists:

      Currently we have 66 repos on Apache Git:
      https://git-wip-us.apache.org/repos/asf?s=cordova

      However, we do not want to move all of them to Github at once, since not all of them are active, and we want to move the repos that are highly active in Github in terms of pull requests and user engagement.

      We want to move to Github in three phases:
      1. Active core platforms (4 repos) - this issue
      2. Active core tools and docs (about a dozen repos, TBD) - INFRA-14398
      3. Core plugins (about 26 repos, TBD) - INFRA-14399

      For now, this issue is about 1. Active core platforms, with issues filed in the future for the other two phases.

      Concerns:
      1. We don't want to lose existing Pull Requests in the Github mirrors
      2. We want the ability to label, merge, and close Github Pull Requests directly on Github
      2. We don't want to activate Github Issues on any repo, at this time
