PingMyBox mails for Whimsy not arriving

      Description

      The PingMyBox mails for Whimsy don't seem to be arriving.

      They should be arriving at notifications@whimsical.apache.org (INFRA-14259) but none have arrived since the email address was changed. There has definitely been a failure since then [1], e.g.

      Thu Jun 1 16:09:16 2017]: Caught exception: Internal Server Error or equivalent bad message received: HTTP/1.1 400 svn personnel-duties [\"svn: E175002: Unexpected HTTP status 400 'Bad Request' on '/repos/private/!svn/rvr/76960/foundation/officers/personnel-duties'\"

      This may be a problem at the remote end, because I notice that there were no mails to the dev@ list for some while before the address was changed, and the failures are normally quite frequent (which is partly why the destination was changed)
