Description

This section details the next step after a successful acceptance vote. It involves a special message to general@ and acknowledgment from IPMC and 72 hours wait. It seems that this is not being followed, rather just doing a vote summary. Does this section need review, or is this a necessary due-process type of thing? It should at least be clarified who can do this step.

This arises because i am investigating why some projects are not commencing properly, e.g. adding to reporting roster and getting their status document started.
