Description

In this email thread we achieved lazy consensus that we should deprecate support for some very old operating systems. The minimum supported OS versions should be Ubuntu 14.04, CentOS 6.8, and SLES 12.

This should allow us to remove all checks from be/src/common/config.h.in.

Parts of this effort that affect the code we borrow from Kudu are already underway in IMPALA-7006.
