Major Description
The statestore currently broadcasts catalog updates to all the impalad nodes. For large clusters, large catalog updates may saturate the network, causing other outages. We should add the ability to restrict the impalad nodes on which catalog updates are broadcasted. Only the impalad nodes that receive catalog updates will be acting as coordinators; the remaining impalad nodes should not be able to accept and coordinate queries through the standard clients.
