Description

The fix for ~~IMPALA-4449~~ introduced a timeout in the catalog for acquiring table locks during DDL operations. Even though we've set this timeout to a relatively large value, we should make it configurable, thus allowing each application to set the desired wait time for concurrent operations on the same catalog entities.
