Description

Today, admission control is configured through antiquated configuration files originally modeled after YARN and Llama configuration files. (They were modeled in this way because we previously imagined Impala would support YARN and Llama, and that there could be a single configuration. That is not and will not be the case.) These files are difficult to use and confusing.

We need a new way to configure admission control.
