Very slow linking with toolchain linker on centos and ubuntu

    Description

      I've noticed the builds started hanging in the linking phase. Here are a couple of runs (took nearly 1.5 hours to build the backend)

      I can reproduce the hangs locally too. I reverted the change fa213c (IMPALA-3484: Use the linker from the toolchain) and it doesn't hang locally.
