[IMPALA-2967] "Last Accessed Time" in Impalad's debug page is inconsistent with "Start Time"

Description

In the session tab of the impala debug webpage, the "Start Time" is reported as local time while the "Last Accessed Time" is reported in UTC time. This is confusing if the user's timezone is not UTC.
