Description

There are several files in $IMPALA_HOME/be/src/statestore that have nothing to do with the statestore:

query-resource-mgr.{cc,h}
simple-scheduler.{cc,h}
scheduler.h
query-scheduler.{cc,h}

Let's move them to /scheduling, for want of a better place.
