[IMPALA-214] Query shows as state FINISHED while it's still running and incrementing % in debug web UI

Description

When debugging a long running query I noticed the state of the query in the debug web UI page http://impalad:25000/queries was FINISHED rather than RUNNING. The % complete was incrementing on every refresh of the page showing the query was still in progress.

It would be helpful to the user if the state was accurately reflected as RUNNING until it's either FINISHED/CANCELLED/EXCEPTION.
