[IMPALA-10567] Failed close open session in flight on impalad web UI

Description

when up to fe_service_threads limit, it will be hang open connection from the jdbc client.

Then i close in-flight session on impalad web UI, it still to hang it. my impala version is 3.2.0-SNAPSHOT.

After close in-flight session on impalad web UI, some metrics follows:
