[IMPALA-1041] Some catalog failures are not propagated back to impalad

Description

After hitting https://issues.cloudera.org/browse/IMPALA-1040, I see the stack from that jira but the query ends up hanging. As far as I can tell the Impalad never gets a response from the catalog.
