Description

Currently, Javadoc builds on TC with -Xdoclint:none option enabled, that turns off Java 8's new Javadoc check algorithm. Natively we have lots of warnings and errors in master branch.

1. Create per-module tasks (with inclusion to this one) for receiving scope of debt.
2. Create corresponding build on TC for testing.
