Web console: implement mechanism to manage E2E tests environment

    Description

      Most of E2E tests require complex DB/web-agent/Ignite cluster state management. Let's implement tools to help with that, maybe something easy at first, like DB state. Web console backend already has a similar mechanism we can reuse.
