[IGNITE-4902] .NET: StartFromApplicationConfiguration does not work in ASP.NET

Description

Ignition.StartFromApplicationConfiguration() fails with exePath must be specified when not running inside a stand alone exe error. Equivalent call in web environment would be System.Web.Configuration.WebConfigurationManager.OpenWebConfiguration("~"), but we really do not want System.Web dependency.

Ignition.StartFromApplicationConfiguration("igniteConfiguration") works, and that is what we should do from the method without arguments.
