Description

Right now Ignite 3 lacks proper readme.
But it's an important piece of documentation for contributors 'cause it is usually suites as a hub for all necessary reference documentation and guides.
We need to consider adding proper readme for project with links to other in-project documentation such as contribution guides or devnotes.
