[IGNITE-18109] Joining clients should ignore incremental snapshot and their transaction must be excluded

Description

It's required to make joining node skip incremental snapshot on receiving notification with CommunicationSPI. Propose solution:

1. Grab topology version during discovery part (it's guaranteed that topologySnapshot could not be changed concurrently).
2. Add the topology version into IncrementalSnapshotAwareMessage.
3. Transaction mapped on new topology must be excluded from snapshot.
