[IGNITE-17067] Response for the init command should be sent only after a CMG leader was elected

Description

When a user sends the init command to a cluster, it should return a response only after the CMG leader was elected (it currently returns a response after the CMG Raft group was started). This will improve the error reporting (since errors can happen after the CMG Raft group was started) and decrease the chance of sending concurrent init commands.
