[IGNITE-16826] Calcite engine. Support old "CREATE TABLE WITH options" syntax

Description

Currently, options for CREATE TABLE should be in format: WITH key1="val1", key2="val2" (each option value double-quoted), but in H2-based query engine format was a little bit different: WITH "key1=val1, key2=val2" (the whole option list double-quoted).

We should support both syntaxes, since there are a lot of old-syntax queries in examples, documentation, etc.
