Description

Failure detection timeout is now a parameter. Not a constant.

Also, the value reduced for ZooKeeper tests.

Additionally, let's use `IgniteConfiguration.localHost` instead of `TcpDiscoverySpi.localAddres`. The communication, other possible SPI use this setting too.
