[IGNITE-12260] Fallback to {user.home}/ignite/work if {user.dir} is not writable

Description

After IGNITE-12103 we have a new program, that some software under Windows, e.g. that is installed in Program Files, tries to create ignite\work\ dir under current dir which is not writable.

It was suggested to fallback to

{user.home}

\ignite\work dir in such cases. On each start we will try to create workdir in current dir, fail, print warning and fallback to home dir.
