Description

by default there are no retries at all for lock acquisition. So, if lock acquisition times out in 60 secs, we bail out. But metadata write could take longer for large datasets. and hence we need to fix the default since we are looking to enable InProcessLockProvider by default if users haven't configured lock provider.
