[HOP-4580] Allow disabling dark mode on Windows.

Description

It looks like Hop 2.2 build 2022-11-05 > 11-08 ship with dark mode enabled on windows.

I tried unchecking the box in the new settings perspective.  I find the interaction confusing because I expected some confirmation that the setting is recorded.  When I exited Hop and ran it again, the Dark Mode checkbox was checked again.

Please provide a path to running Hop the normal way.

I will write a different Jira for adjustments to dark mode to make it more usable.
