[HOP-3013] Action menu should appear fully on screen

Description

When clicking on the canvas or interacting with a transform, the action menu should appear completely on screen so the user can interact with it.

Currently, touching anywhere near a screen edge will cause the menu to appear where a large part will be off the edge of the screen.
