[HOP-2472] Some plugins/ folders are scanned twice

Description

This is because the list of root plugin folders are either plugins/ or derived from variable 

HOP_PLUGIN_BASE_FOLDERS (comma separated values).

These base folders are always scanned.

On top of this the old XML folders are scanned again as well.  We can get rid of these.
