Description

When I have a variable in a pipeline that is entered at runtime and not in the project environment variables, the variable is not picked up and fails on.

 

Reproduction steps:

1. download example pipeline and file (see zip file).
2. run local variable test.hpl and set the variable ${environment} with "local"
3. Pipeline aborts due to not finding the file.

I do not want certain variables to be in the environment as they change depending on the run.  The pipeline works fine if the ${environment}  variable is set in the project.
