[HOP-2007] When an action/transform is being dragged on canvas, they move more that the cursor does

Description

When an action/transform is being dragged on canvas, they move more that the cursor does.
When they are released, they are drawn on the cursor location.

I tested on webSpoon, but this issue did not happen on webSpoon.
