[HOP-1951] Open file dialog should show last opened folder

Description

when opening a pipeline or workflow, the last folder that was used should be presented to the user. If this does not exist the home folder should be used.

I do not always want to bookmark all folders that I use but I also do not want to have a lengthy navigation to the folder where my files are.
