[HIVE-5375] Bug in Hive-0.12 branch with parameterized types due to merge conflict with HIVE-5199

Description

In the 0.12 branch, it looks like HIVE-5199 stomped on some changes made during HIVE-5206. As a result, ObjectInspectorConverts.getConverter() does not correctly propagate the type parameter information. It looks like this is only an issue in the 0.12 branch, trunk looks like it's ok. I think in trunk HIVE-5206 was applied after hive-5199, while in the 0.12 branch it was done the other way around.
