Allow MiniMr tests to be run on MiniTezCluster

    Description

      Tez has a MiniTezCluster component to run tests. Works similar to MiniMR/MiniYarn cluster. We need to enable the mini mr tests for tez.

      NO PRECOMMIT TESTS (this is wip for the tez branch)
