webhcat - support ${WEBHCAT_PREFIX}/conf/ as config directory

    Description

      It will be useful to have support for 

      ${WEBHCAT_PREFIX}/"conf"

      as config directory in webhcat_config.sh . It should check for presence of conf/webhcat-env.sh in directory, like it does for '/etc/webhcat/'
