[HIVE-3900] set hivevar:name doesn't work at the Hive CLI

Description

I am working with trunk, it appears the hivevar namespace is not available for use at the terminal:

hive> set ${hivevar:table};    
${hivevar:table} is undefined
hive> set ${hiveconf:table};   
${hiveconf:table} is undefined
hive> set ${table};         
${table} is undefined
