Description

During metadata gathering phase hive creates staging/scratch dir which is further used by FS op (FS op sets up staging dir within this dir for tasks to write to).
Since FS op do mkdirs to setup staging dir we can skip creating scratch dir during metadata gathering phase. FS op will take care of setting up all the dirs.
