[HIVE-16347] HiveMetastoreChecker should skip listing partitions which are not valid when hive.msck.path.validation is set to skip or ignore

Description

HIVE-16299 improves msck query so that sub-directories which do not follow the partition column order as defined when table is created should not be added. It needs to skip these partitions when hive.msck.path.validation is not set to "throw". Currently it goes ahead and adds them.

This was unfortunately found late in the review of HIVE-16299 and the patch was commit before it could be fixed.
