[HIVE-11695] If user have no permission to create LOCAL DIRECTORY ，the Hql does not throw any exception and fail silently.

Description

If user have no permission to create LOCAL DIRECTORY such as "/data/wangmeng/hiveserver2" ,the query does not throw any exception and fail silently.
