Command for adding partition without loading data

      Description

      Once HIVE-91 is implemented there will be a need for adding partitions without loading new data, since it will already be in the table directory.

          As an example we store our data in dataset/yyyy/MM/dd/<files>. Whenever we've put a new day's worth of data on the hdfs we'd run a command such as: ALTER TABLE table_name ADD PARTITIONS (partition_col = '2008/12/04')
